Plus de 325 milliards d'Ariary de préjudices pour l'État en 2025
Le Bureau indépendant anti-corruption (BIANCO) dresse un bilan à la fois préoccupant par l'ampleur des pertes financières et révélateur d'une mobilisation accrue des autorités. Le montant total du préjudice lié aux affaires détectées atteint 325,46 milliards d'Ariary, a révélé jeudi cette instance lors de la présentation de son rapport des activités en 2025.
Les infractions les plus fréquentes restent dominées par l'abus de fonction, qui représente à lui seul 32 % des cas recensés, soit 513 dossiers, loin devant les autres formes de corruption. Viennent ensuite le détournement de fonds et de biens publics (16 %), le faux et usage de faux (12 %), ainsi que diverses infractions connexes. À cela s'ajoutent des pratiques de favoritisme dans l'attribution des marchés publics, contribuant largement à l'ampleur des pertes enregistrées.
Sur le plan des poursuites, les chiffres témoignent d'une activité soutenue. Au total, 2 258 personnes ont été impliquées dans des investigations au cours de l'année. Parmi elles, 666 ont été arrêtées et 215 placées en détention provisoire. Ce dernier indicateur affiche une progression significative de 23,56 % par rapport à l'année précédente, traduisant un durcissement des mesures judiciaires.
Le flux des signalements reste élevé. Le BIANCO a reçu 2 765 doléances, dont un peu plus de la moitié, soit 1 423, ont été jugées recevables pour enquête. En parallèle, la plateforme numérique i-Toroka a enregistré 189 signalements, dont 108 considérés comme crédibles. Toutefois, seuls 59 dossiers ont pu être effectivement exploités dans le cadre d'investigations. À ces données s'ajoutent 1 212 autres doléances déjà traitées et 211 enquêtes de moralité réalisées.
Les résultats opérationnels sont également notables. Au total, 921 enquêtes ont été menées à leur terme. Elles ont abouti à la transmission de 641 procès-verbaux aux juridictions compétentes, confirmant une volonté d'aboutir à des suites judiciaires concrètes.
L'analyse sectorielle révèle une constance inquiétante. Les Collectivités Territoriales Décentralisées arrivent en tête des domaines les plus exposés, suivies du secteur foncier, de la justice, de l'éducation et de la gendarmerie. Cette récurrence souligne des vulnérabilités structurelles encore profondément ancrées.
Le profil des personnes mises en cause reflète la diversité des milieux touchés. Des élus locaux, des agents de l'administration, notamment dans les domaines foncier et éducatif, ainsi que des dirigeants du secteur privé figurent parmi les individus impliqués. À lui seul, le monde de l'entreprise compte 86 responsables concernés par des enquêtes en 2025.
Malgré la gravité des faits, le BIANCO insiste sur les avancées réalisées. L'augmentation des dossiers traités, le nombre croissant d'arrestations et la progression des placements sous mandat de dépôt traduisent un renforcement des dispositifs de lutte. Ces efforts visent non seulement à sanctionner les auteurs d'infractions, mais aussi à restaurer la confiance dans la gestion des affaires publiques.
Dans un contexte où les enjeux financiers et institutionnels sont majeurs, l'année 2025 apparaît ainsi comme un tournant. Entre persistance des pratiques illicites et intensification des actions répressives, la lutte contre la corruption à Madagascar entre dans une phase plus offensive, avec pour objectif affiché de protéger durablement les ressources de l'État et d'instaurer davantage de transparence.

Rodri open to Real Madrid move despite Atletico past
MADRID, Spain, March 26, 2026 – Manchester City midfielder Rodri does not believe being a former Atletico Madrid player rules him out of joining Real Madrid and has said “you can’t turn down the best clubs in the world”.
The 29-year-old Spain midfielder, who has made 293 appearances for City since joining from La Liga club Atletico in 2019, will be out of contract next summer.
The 2024 Ballon d’Or winner says he “needs to sit down and talk” with City but added he would one day “like to come back” to Spain.
Despite making 47 appearances for Atletico, Rodri said he would consider joining city rivals Real.
“There have been many players who’ve gone down that path,” Rodri told Spanish media.
“Not immediately, but over time. For me, you can’t turn down the best clubs in the world.”
Players who have featured for both Real and Atletico include Belgium goalkeeper Thibaut Courtois and Spain forward Alvaro Morata – both of whom played for Chelsea between their spells at the Madrid clubs.
Rodri has won 12 major trophies with Pep Guardiola’s side, including four Premier League titles and one Champions League.
He has featured in 18 Premier League games this season after rupturing his anterior cruciate ligament in 2024.
When asked what he thought of Real president Florentino Perez’s reported admiration for him as a footballer, Rodri replied: “I don’t know – they don’t talk to me directly. They’d talk to my agent.”
Rodri has been named in Luis de la Fuente’s Spain squad for upcoming friendlies against Serbia and Egypt as he targets a spot for this summer’s World Cup in the US, Mexico and Canada.
Rodri has made 59 appearances for his country and won the European Championships in 2024 and the Nations League the year before.

Why 2026 Kip Keino Classic will be held on a Friday evening, not Saturday
NAIROBI, Kenya, March 26, 2026 – This year’s Kip Keino Classic will be held on a Friday evening to provide as many people as possible to tune in to the proceedings.
Meet director Barnaba Korir says holding the competition in the evening will be a boon for TV production in terms of viewership as well as stadium capacity.
“In the evening it is actually much better. Especially when it comes to the TV production…and also the TV viewership. It is during the evening when the viewers are at home and also those who want to come to the stadium can come. Those who want to watch on TV, they can also watch in the evening when they have the opportunity,” Korir said.
Ever since the first edition, the World Continental Tour Gold event has been staged on Saturdays, beginning from 10 a.m through to the evening.
One thing that will not be changing about the seventh edition is the entertainment that will be on the menu.
Korir says the day-long event will be a festival; a mixture of sports and entertainment to keep the fans thrilled from start to finish.
“Beyond that, we are also going to have big entertainment. You know we have to combine sports and also entertainment. We are asking the Kenyans to be part and parcel of this great event. This is the highest level of athletics event that we have,” the National Olympics Committee of Kenya (NOCK) deputy president said.
This year’s edition is set for a return to the Nyayo Stadium, after a brief hiatus in which the sixth edition was staged at the nearby Ulinzi Sports Complex in Lang’ata.
The tartan track at the 20,000-seater stadium has been undergoing sprucing in preparation for the D-day, particularly with the re-marking and measurement to conform with World Athletics (WA) standards.
Speaking at the same time, Diamond League technical director in Shanghai, Brussels and Xiamen, Owen Malone, described the process as fruitful thus far.
He said they are leaving nothing to chance to ensure a world class event that will be talked of for many years to come.
“I would just like to say that it has been a very fruitful three days working alongside Sports Kenya, Athletics Kenya, in preparation of the events. We have been focusing on the sports equipment, on the timing equipment, and on television and event presentation,” Malone said.
He added: “Another aspect of the site visit has been the measurement of the track for the track certification by World Athletics. We had a surveyor come in and I would say, in general, everything is looking good. I think the track certification is very well possible within the time frame.”
Malone divulged that the first report on the measurement process will be ready within next week.

Akonnor backs Ghana to succeed at FIFA World Cup
Kenyan Premier League giants Gor Mahia coach Charles Akonnor has tipped Ghana national team to go beyond the group stages at the 2026 FIFA World Cup.
The Black Stars will participate in the global showpiece that will take place from June 11th to July 19th, 2026, and will be jointly hosted by sixteen cities – 11 in the United States, three in Mexico, and two in Canada.
The tournament will be the first FIFA World Cup to be hosted by three nations, and the first to include 48 teams, an expansion from 32.
Ghana have to beat Panama
“It’s a manageable group, we can achieve success and qualify for the next stage,” said Akonnor when asked about Ghana’s group, which includes England, Panama and Croatia.
“Our technical team has been strengthened, so they will do a good job. We can go as far as we can depending on our determination and how strategic we are, and ensuring every needed tool is working well.”
He added: “Our first match is very important. We have to beat Panama; it’s a must-win. We must not underrate them.
“We will respect England and Croatia, but there is no way we should underrate Panama. If we win that match and get three points, it will be key to our success.”
Ghana’s fifth appearance on biggest stage
Ghana qualified for their fifth FIFA World Cup in 2026, featuring in Group L alongside England, Panama, and Croatia. Scheduled to compete in North America, Ghana’s matches include facing Panama on June 17 in Toronto, England on June 23 in Boston, and Croatia on June 27 in Philadelphia.
The Black Stars qualified for the global showpiece for the second successive tournament and will be aiming to match their peak performance at South Africa 2010, where they reached the quarter-finals.
This will be Ghana’s fifth appearance on football’s biggest stage, with coach Otto Addo taking the reins once more. After failing to get past the group stage at Brazil 2014 and Qatar 2022, Ghana are determined to recapture former glories and reach the knockout rounds.
Kaizer Chiefs could sign Mabasa for FREE in July
Tshegofatso Mabasa could be an option for Kaizer Chiefs when his contract expires with Orlando Pirates at the end of June.
The 29-year-old is currently on loan to Stellenbosch FC, having made a move during the January transfer window.
If Pirates opt not to renew his contract, Mabasa will be free to discuss with other clubs. He was previously linked with a move to Chiefs as his game time was limited at the end of last season.
With Abseslam Ouaddou taking over, the prolific striker only made nine appearances for the Buccaneers in the first half of the season.
If Mabasa continues to score for Stellies, Chiefs might be waiting on the wings to sign yet another free agent from Orlando Pirates. Earlier this season, the Glamour Boys brought in Thabiso Monyane and Paseka Mako, who were formerly with the Buccaneers.
Mabasa has scored three times since joining Stellenbosch and his coach, Gavin Hunt, believes the striker is enjoying life in the Cape.
“I said to my guys on Thursday, ‘You can’t play Mabasa if you’re not going to service him; you have to service a striker’,” Hunt said.
Can Chiefs sign Mabasa for free?
“He doesn’t do the things that Pirates want him to do [press defences], which I understand; he doesn’t do that for us either. But if you service him, he will score because this guy can score. On Wednesday, he had one chance he should have scored, maybe two.
“But if you play wide, you’ve got to service him. So, if you service him and put balls across, he’ll come across into your post and score,” Hunt added.
Since joining Stellies, he has netted three times, including a brace in his last outing against Chippa United. It remains to be seen which team Mabasa will join after June.
